Low average CPU is a signal to investigate, not proof that a smaller instance will be safe.

Representative CPU, memory, I/O, latency, connections, peak traffic, and failover requirements.

Evaluate a candidate configuration against workload requirements. Agree testing, a maintenance window, and rollback criteria with the team.
